Trek Canon and New Works
TrekToday and Trekmovie.com are reporting on a possible new Trek animated series. The article is also of interest because it makes mention of the "convoluted" Trek power-sharing arrangement previously theorized here between Viacom and CBS Corp.
As to the question of whether the new animated series would be considered canon, there's no real way to know. Based on the recent StarTrek.com FAQ change it seems that there's a more inclusive eye toward the old Animated Series (TAS), though at the same time it's clear that no one individual is a publicly-active decision-maker for Trek.
Time will tell.

I forgot to mention . . . I'm reminded that one of the ideas for a fifth series (which of course became the prequel, Enterprise) was to have a post-apocalyptic Trek set sometime after the TNG era.
Of course many people were troubled by the idea since it isn't very Trek. Trek, at its core, is about the concept of a hopeful future where we don't destroy ourselves or get destroyed.
But at the same time, one can't help but wonder whether a post-apocalyptic Trek premiering in September 2001 might've been more culturally relevant than the show that actually happened. The producers certainly seemed to think so when they shoehorned the Xindi Attack arc into the third season.
You could think of the proposed Omega'd sections of the Federation as natural phenomena in reality, like tornados, quakes, tsunamis and hurricanes. For long stretches of time, people are limited to those places because of what happened.
